The Regional Center of the East Bay (RCEB) is one of 21 Regional Centers that are community-based, private non-profit corporations under contract with the California Department of Developmental Services. RCEB provides intake, assessment, diagnosis, and coordinates community-based services for over 25,000 children and adults with developmental disabilities in Alameda and Contra Costa counties.

RCEB envisions a future where persons with developmental disabilities are truly a part of the community. Persons with developmental disabilities receive supports and services they need to succeed. The supports and services change as the need changes.

In our dream, children with developmental disabilities live with families in typical communities. Many choose to attend their neighborhood schools and play with neighborhood friends. Adults with developmental disabilities live in the residence of their choice – with family members, with friends, or with their spouse / significant other. They engage in activities of their choice – work, volunteering, education, training, or leisure. They have meaningful relationships with friends and coworkers and are seen as valuable, contributing members of their communities.

ROLE DESCRIPTION:

The Director of Community Services provides leadership and direction for the planning, development and monitoring of community based services for people with intellectual/developmental disabilities and their families living in Alameda and Contra Costa Counties. The Director oversees the activities of the Resource Development, Community Placement Plan/Community Resource Development Plan (CPP/CRDP), and Quality Assurance teams as well as other community services initiatives. As a key member of RCEB’s senior leadership team, this role is responsible for advancing the agency’s mission, values, and strategic priorities; ensuring compliance with all state and federal laws and California Department of Developmental Services (DDS) requirements; and developing strong, effective leadership capacity across the Community Services Division. This role will be responsible for all functions related to Community Services, ensuring cross-collaboration, a cross-functional understanding across all Agency functions, and implementing systems that enhance overall organizational and operational effectiveness. This position requires a high level of cross-functional critical thinking and problem solving, exceptional communication skills, an ability to function in fast-paced environments with competing priorities, sound judgement, and the utmost confidentiality. This position will report to the Associate Executive Director.

DUTIES AND RESPONSIBILITIES:

  1. Oversee Managers in Community Services and provides long-range planning, systems improvement, performance accountability, and operational leadership for all Community Services programs.
  2. Provide strategic leadership and direction to the Community Services division, guiding Community Services Managers in developing and implementing long and short-term operational goals aligned with RCEB’s mission, values, and Strategic Plan.
  3. Responsible for the development of early start, residential, day, employment, housing, independent living, transportation, and other service options, establishing evaluative tools and outcome standards for vendor programs.
  4. Oversee compliance with rate setting, 637 waivers, health or safety waivers, standardized vendorization, and the Quality Incentive Program.
  5. Oversee the monitoring of providers’ performance and compliance with contracts and regulations; fostering interactive communications among and between RCEB, vendored service providers, the Department of Developmental Services (DDS), and the community-at-large.
  6. Oversees the development of standards, evaluation procedures and tools to improve the overall quality and effectiveness of vendored programs and services.
  7. Develops and maintains collaborative and effective working relationships with vendored service providers and other community organizations; attend and facilitate presentations and reporting at the Provider-Vendor Advisory Committee.
  8. Work closely with case management, clinical services, and quality assurance to develop, implement and oversee plans that provide technical assistance to providers of service. Provides consultation and training to providers of service, agency staff and community at large.
  9. Work closely and collaborate with the Department of Developmental Services (DDS) to implement Directives, CPP/CRDP and HCBS projects, and other service and compliance activities.
  10. Maintain on-site high visibility and presence during business hours, with a structured schedule and flexibility as permitted by the Associate Executive Director.
  11. Attend all meetings of RCEB Board of Directors. Provide staff support to the Board of Directors and other groups as required.
  12. Perform other duties and responsibilities as assigned by the Associate Executive Director.

MINIMUM QUALIFICATIONS:

Education:

A master’s degree in human services or a comparable related field and at least four years of increasingly responsible professional experience and supervisory responsibility, including planning, development, or management. OR A bachelor’s degree in human services or a comparable related field and eight years of increasingly responsible professional experience and supervisory responsibility, including planning, development, or management.

Experience and Capabilities:

  • Ten (10) years of increasingly responsible management and/or leadership experience in providing services to persons with intellectual and/or developmental disabilities with at least five (5) years in the Regional Center system.
  • Previous experience in the Regional Center service system required.
  • Excellent written and oral presentation skills and problem solving capability.
  • Knowledge of California’s Lanterman Act and Title 17 & 22 CAC is preferred.
  • Possession of automobile and valid California driver's license with current auto liability insurance.
  • Demonstrate cultural awareness and sensitivity and an ability to work effectively with culturally diverse populations.

PHYSICAL REQUIREMENTS:

The physical requirements described below are representative of those necessary to perform the essential functions of this position, with or without reasonable accommodation.

  • Primarily sedentary work involving frequent computer use and routine movement within the workplace.
  • Occasionally lifts and carries work materials and equipment, such as a laptop, weighing up to 10 pounds.
  • Ability to travel between RCEB offices, event locations, provider sites, and other community settings, as required.

WORK ENVIRONMENT:

  • Work is generally performed in an office environment with moderate noise.
  • The position may occasionally involve interaction with individuals experiencing distress.
